Thousands of inmates may be set free

Federal courts have already found the prison system's delivery of health and mental care is so negligent, it's a direct cause of inmate deaths.

Now, a panel of three judges will meet on Tuesday to decide if lowering the prison population is the only way to fix the problem.

Governor Arnold Schwarzenegger says that decision would endanger public safety.
