The crash killed 25 people in September. The conductor, Robert Heldenbrand, was one of 135 people injured.
The L.A. Times reports he told investigators he saw a green light as the train left the Chatsworth station.
Metrolink has said the light was red and that the engineer ran it before plowing into a freight train.
Federal investigators also say three tests confirm the lights were working properly.
