The woman was walking in the freeway lanes designated for buses, when a driver of a Kia SUV crashed into the woman, killing her.
Investigators don't know what she was doing there, and they haven't released her name.
Highway patrol officers say the driver of the car that hit the woman has been charged with driving under the influence. Officials say the driver failed a field sobriety test in front of his wife, two children and an elderly woman who remained in the vehicle.
The SUV had a smashed window and severely dented hood from the impact of the pedestrian's body.
