LAGUNA NIGUEL, Calif. On the second Saturday of July, people gather near Mugs Away Saloon to drop their pants as /*Amtrak*/ trains pass by.

It's a tradition that started in the 1970s. There is no word on how many people are expected this year.

In 2008, 8,000 people showed up, but deputies shut down the event for traffic jams, public nudity and drinking.

In 2009, there were just 400 people.
