Investigators say a tow-truck driver has been arrested after he struck and critically injured two toddlers as their mother pushed them across an Oxnard street in a stroller at about 12:07 p.m. Tuesday. The children were then dragged under the truck for about a quarter of a mile.

Police say the truck struck 19-year-old Oxnard resident Alma Lopez in a crosswalk at the intersection of Vineyard Avenue and Simon Way, knocking her to the ground. The truck then continued on, dragging a 3-year-old girl and a 1-year-old boy and their stroller until witnesses chased and flagged down the driver, police said.

Both children were transported to the Ventura County Medical Center with serious injuries. They were listed in critical condition. Alma Lopez was taken to the hospital for moderate injuries.
