A vehicle with homemade explosives was found near Hewes and Spring streets.
Authorities said the deputy pulled over an SUV for a vehicle code violation.
When he discovered the driver was on probation, he searched the car and found two explosive devices.
The driver was then taken into custody.
The scene was broken down after bomb squad technicians rendered the devices safe.
