This follows a wet winter and cooler-than-normal summer temperatures.
According to Cal Fire, 5,200 fires have been reported this year, burning 52,000 acres.
That number is far below the five-year average of 213,000 acres burned.
The mild season came as Cal Fire's budget was cut some $30 million.
