The Simi Valley City Council is set to introduce an ordinance Monday night that would make the use of condoms mandatory to get an adult film permit there.
The L.A. City Council adopted a similar measure last month. Officials said porn producers have stated they would move to nearby areas rather than meet the new requirements, and that Simi Valley was specifically mentioned.
