The accident occurred near Sepulveda Boulevard and Getty Center Drive.
The photographer saw the Ferrari pulled over on the 405 Freeway and ran across Sepulveda Blvd. to take pictures. He then ran back across Sepulveda, where he was struck and killed, according to the LAPD Traffic Division.
The incident happened at 5:45 p.m. Tuesday.
Bieber was reportedly not in the Ferrari. A friend of Bieber's was reportedly driving the Ferrari, which was pulled over for speeding by a CHP unit on the 405.
The driver of the car that hit the photographer stopped to attempt to render aid. No charges were expected to be filed against that driver.
