Animal control officers are accused of drowning the animals and burying them in the desert.
"These were criminal allegations," said Cindy Beavers of the San Bernardino Sheriff's Department. "Even though they involve animals, they are taken very seriously and the reported has been completed and now the District Attorney will make a decision."
So far no one has been arrested or charged.
Authorities say these are allegations they're looking into.
