A passenger in the car was not injured, but 19-year-old Michael Woods Byoune was killed in the gunfire.
Police say they were following up after hearing gunshots in the area.
They apparently thought the gunfire was coming from the car the teens were in.
However, no weapons were found in the car.
The officers are on administrative leave.
