Exceptions will be made for prison, hospitals, parks and some other agencies.
The governor signed an order last month mandating unpaid furloughs for state workers in order to help close a $42-billion budget gap. The office closures are a way of enacting those furloughs, which are expected to save the state more than $1 billion.
State employee unions have sued to block the furloughs.
