The FBI on Tuesday released surveillance video of Saenz taken earlier this month.
Investigators say it shows Saenz preparing to enter the Los Angeles County home of a person he later killed.
Saenz is also suspected of killing two rival gang members in Los Angeles in 1998.
Less than two weeks later, Saenz allegedly kidnapped, raped and murdered his girlfriend.
Authorities believe Saenz works for a Mexican drug cartel.
