An FBI spokeswoman says Dodd was arrested in 2008 and convicted in a Cambodian court of having a sexual relationship with a 14-year-old girl.
The FBI says he admitted he paid to have sex with that girl and a number of other children.
Dodd taught English in Cambodia, but told agents he was prohibited from teaching school in most places because of a prior sex offense.
