The car was discovered near the intersection of Lovekin Boulevard and 18th Avenue at about 7:30 a.m.
Riverside County fire crews helped pull the vehicle out of the water.
The body was released to the Riverside County Coroner's office for further analysis. An investigation into the incident was ongoing.
The crash site was about a mile south of Blythe, about 100 miles east of Indio.
