The transit system in New York also ranked high on the report, which drew from 100 largest metro areas in the country.
Atlanta, Dallas and Houston were at the bottom.
The report, done by the Brookings Institution Metropolitan Policy Program, wanted to find out how challenging it is for people without cars to get to work.
The report found that about 700,000 American households face a daily challenge doing so.
