The fire burned more than 800 acres after a tree fell onto power lines, overheating the equipment.
The Forest Service sued both agencies, saying the tree was growing on a dangerous slope and that inspectors should have noticed the danger and removed the tree.
The federal agency also said electrical equipment wasn't properly maintained.
Southern California Edison's land-use agreement with the Forest Service states the utility is responsible for any damages caused by its electrical equipment.
