Jermaine Vincent Moran was taken into custody about a block away from where the attacks took place.
Police said four people have identified him as the man who pushed, punched or slapped them as they walked on sidewalks or crosswalks.
Moran faces several battery charges.
Authorities say the first incident occurred Jan. 3 and the latest was Thursday afternoon, when a woman was slapped in the head as she walked on a sidewalk on 1st and Main streets.
Police are still looking for another man wanted for at least two other attacks on pedestrians in the area.
