The incident happened on the 1800 block of East Pacific Coast Highway. The bumper of the red Honda was found in the yard outside the apartment with the license plate attached.
Officers found the car nearby in the 1400 block of Gardena Avenue, but the driver remains on the run.
No one in the apartment was hurt.
