A passenger, 19-year-old Larry White was shot in the leg.
Police said they were checking out gunshots in the area and thought the gunfire was coming from the car the teens were in.
While bullet casings were found in the street, no weapon was found in the victims' car.
The incident is under investigation, and both officers involved are on administrative leave.
