Police think the group stole more than $19,000 worth of merchandise from retailers along the interstate.
Detectives used GPS devices in two stolen mobile phones to find the hotel where the suspects were staying.
Then police activated the alarm on the phone to narrow exactly which room they were in.
The suspects were identified as Jose Salas and Sophia Hernandez, both 20, and Fernando Flores and Alejandra Gonzalez-Munghia, both 37.
Police said all four have been charged with first-degree theft and four counts of receiving by theft.
