The investigation began when the Cathedral City Police Department received a call about a possible domestic violence incident in the 68800 block of Panorama City at about 2:20 a.m. on Feb. 23 involving Palm Springs Lt. Abraham Tokier and his girlfriend Dawn Foster.
Detectives say neither Tokier nor Foster could be located, and their investigation placed the couple in the areas of Lake Havasu and Bullhead City in Arizona.
Foster's friends and family said they had not seen or heard from her since Feb. 24. A friend who was aware of previous domestic violence issues between the couple reported Foster as a missing person on Tuesday.
Police found Tokier on Thursday in Cathedral City and arrested him at 2:40 p.m., but it is unclear what he was arrested for.
