Investigators said Frederick Rogers, 47, followed a woman in her vehicle for several blocks.
When she pulled into a Walgreens parking lot, he parked next to her.
Authorities said Rogers then exposed himself and began to touch himself.
The woman ran inside the store and Rogers reportedly followed.
The victim eventually left without being seen and told police.
