Wednesday, the Environmental Protection Agency (EPA) signed a deal with Western Environmental Incorporated, a waste-recycling facility in the area.
Foul odors have been traced to the plant.
As part of the deal, plant operators must implement a long list of measures, including installing an odor-control misting system and updating handling procedures for odor-causing substances.
