Police first took into custody Diandre Lopez and Diana Andara on Sept. 19 at about 3 a.m. They say the Costa Mesa residents were found naked in a car behind the White House restaurant, with dozens of credit cards scattered across the dashboard and front seat.
That led investigators to Charles Martin and Dwight Vaccaro who were also taking into custody. Authorities say Vaccaro, 46, was the ring leader of the fraud ring.
They say they found more phony credit cards and devices used to make them at Vaccaro's house.
Police say 95 fraudulent cards have been retrieved, so police believe they have as many victims.
