Collin McWorter, 24, was arrested after a witness notified police about a person trying to get into buildings on the 2600 block of Harbor Boulevard.
As authorities arrived on scene, they saw McWorter trying to leave on a bicycle, according to police. During their investigation, police found that the suspect had possession of bolt cutters, car lockout tools and drugs.
