Dominic Rice, 49 of Oxnard, was arrested Thursday at his home on the 11300 block of Wilshire Boulevard after investigators discovered he was living in Los Angeles.
Police were notified Nov. 26 of a dead body found by dunes near Fifth Street and Harbor Boulevard in Oxnard. The victim was later identified as 52-year-old John Henry. The death was ruled a homicide, which prompted an investigation that lead police to Rice. The investigation remains open.
