Around 12:57 p.m. Friday, a 911 caller reported a man was down in a parking spot at the Pepper Tree apartments, located in the 7900 block of Arlington Avenue.
Officers found the victim, a black adult male, shot in the head lying next to a car. He was taken by paramedics to the hospital, where he died from his wounds.
Detectives believe the victim was shot during a verbal argument with the suspect, identified as 35-year-old Leroy Burton of Riverside. Detectives say Burton fled on foot through the complex.
Burton was later taken into custody and booked into the Riverside County Jail.
The victim's identity is being withheld, pending notification of kin.
The investigation is ongoing. Anyone with information is asked to call Riverside police.
