New guidelines to clarify pot laws

The move could pave the way for local police to join federal authorities in cracking down on dispensaries operating illegally.

The guidelines affirm the legality of many of the state's medical marijuana dispensaries, but Brown says dispensers operating for profit and without proper registration can be arrested.

Federal law makes marijuana illegal in all circumstances.
