Witnesses said Ashley Couch dropped the 3-week-old baby girl in the snow on the side of a road and walked away.
The temperature outside was just 12 degrees and the baby was only wearing a T-shirt and was covered in a blanket. People who saw it all happen, ran to the baby and then followed Couch until police arrived to arrest her.
The baby suffered hypothermia and was placed in a stabilization room to raise her body temperature. When her condition improves she'll be placed in protective custody.
