John Puncel, 49, was taken into custody Monday. Police said he was seen following women with his cellphone on the escalator.
One of the women who was recorded told police she didn't know Puncel. Investigators said the cellphone camera was still recording when the arrest was made.
Puncel allegedly tried to pull away as he was being detained. An officer suffered a cut as a result of the struggle.
