The Center for Investigative Reporting says it happened from 2006 to 2010. According to the report, it was in violation of prison rules.
The women were housed at either the California Institution for Women in Corona or Valley State Prison for Women in Chowchilla.
A prison official in charge at the time denies approving the surgeries. Another one declined to comment.
