The board had considered cutting 12 trains in an effort to close a multimillion-dollar budget deficit. However, the board opted to cut only four trains, including two midday trains on the San Bernardino Line and two on the Ventura County Line.
The fare hike will average about 6 percent.
A final vote on the budget is expected in June.
