Prosecutors say the case stems from a November 2005 incident in which Wagner used his marked patrol car to pull a woman over. When he discovered that she did not have legal papers, he told her he wanted sex from her in exchange for not having her deported.
Investigators say he used the same tactic with at least two other women.
Wagner is scheduled to be sentenced on July 14.
