If it's approved, the plan would charge people who exceed minimum allotments based on how much water they use. The increase could be anywhere from 12 to 33 percent.
County leaders are trying to deal with the rising /*cost of water*/ brought in from Northern California. Last year, they rejected a flat rate increase.
A public hearing will be held in April.
