The crash happened last Wednesday at the Van Buren Boulevard onramp to the 91 Freeway.
Barry Steele, 52, was working on the ramp when he was struck head-on.
Brandi Holmes of Riverside was arrested on suspicion of DUI.
The 21-year-old was allegedly driving on a suspended license.
