The department received a report from a 16-year-old male that he had been sexually assaulted multiple times between May and July in La Quinta and Indian Wells.
Police investigators discovered two other victims, 15 and 17, within the next two weeks.
Police arrested Ortiz Wednesday at about 8:15 a.m. at his Indian Wells residence and served a search warrant there in search of evidence.
Ortiz was booked at the Indio Jail for 13 counts of oral copulation, two counts of lewd act with a child, seven counts of sodomy and two counts of furnishing methamphetamine to a minor.
