The whole incident was captured on video. The footage shows the boy dangling outside off the window with his head stuck between anti-theft bars.
Firefighters tied a rope around the boy's body and used a steel cutter to slice through the bars to pull him up safely.
Emergency officials said the boy was not badly injured, and he was able to reunite with her mother moments later.
