Gov makes 2nd attempt at federal school funds

LONG BEACH, Calif. States that have pledged to make reforms are eligible to compete for $4.3 billion in federal education funding.

California failed to win federal dollars in the first attempt.

Unlike the previous application, which was for the entire state, Tuesday's application will apply only to certain school districts representing about 27 percent of California's 6.3 million public school students.
