Bowen will be running in a special election against Los Angeles City Councilwoman Janice Hahn.
Both Democrats have longtime support in the congressional district, which overlaps Bowen's old state senate district and Hahn's San Pedro-centered council district.
Harman announced she's retiring at the end of the month to take the top job at the Woodrow Wilson International Center for Scholars.
