LOS ANGELES --
The L.A. City Council has passed an ordinance requiring most pet owners to spay or neuter their animals.Under the new law the procedure would have to be done before the animal is four-months-old. Owners who don't comply will receive letters warning them they have 60 days to get their pets fixed. If they don't, they could face a $100 fine or eight hours of community service.
