Mike Langille was arrested after a sting operation at a North Hills strip club.
The children, a 3-year-old and a 1-year-old, were found minutes later in a Playa Vista apartment and put on a plane for Pennsylvania, where they were reunited with their mother.
"This is the happiest day of my life. They've changed so much so much," said mother Nicole Bell.
Langille faces kidnapping and other charges.
