Governor files lawsuit over pay cut

The governor and the state's top payroll official are headed to court over an order to slash state employee pay.The governor has filed a lawsuit against State Controller John Chiang, who has refused to cut pay to the federal minimum wage of $6.55.

The governor ordered the pay cuts to pressure legislators into approving a state budget.

Chiang calls the suit "unnecessary litigation" and says the governor is wasting taxpayer dollars.
