The state budget crisis was to blame.
But a new budget is in place, providing money for the massive construction project.
The entertainment center had been scheduled to open in April 2010.
But the construction delay means the venue will not open for another three months until June of next year.
University officials say the center will be a financial boon for the San Fernando Valley.
