The announcement came on the same day that Delta reported a $794 million combined net loss for the first quarter.
The Atlanta-based airline merged with Northwest Airlines in October to become the country's biggest carrier.
Delta is the only U.S. carrier to charge a fee for a second bag on international flights. British Airways also charges passengers for a second bag on international routes.
Delta expects the new fee to generate $100 million each year.
