According to Mayor Villaraigosa, cities across the state have already cut their spending between 15 and 20 percent.
"There are creative things we think we could do that help, that allows cities, counties, and school districts to participate, and not unduly forcing us to take cuts that just are unacceptable," said the mayor.
While the mayors said the state should repay cities if it takes tax revenue away from them, the governor said tough decision have to be made given California's wide deficit, which stands at $24.3 billion.
