Caltrans takes heat for covering flag mural

SAN JOSE, Calif. The flag was on a retaining wall high above Interstate 680 north of /*San Jose*/.

It was painted there just a week after Sept. 11, by three men wanting to show their patriotism.

But Thursday, /*Caltrans*/ decided the flag was on state property and painted over it, calling the 35-foot flag mural graffiti.

In a statement Friday, Gov. /*Arnold Schwarzenegger*/ called the decision to paint over the flag "unconscionable" and apologized to the men who painted it.
