Officers responding to the robbery at 720 East Holt Boulevard just after 9 p.m. Monday discovered Ruiz was at his girlfriend's house and called him to surrender.
Negotiations followed and Ruiz agreed to surrender a short time later.
Officers said property related to the robbery was recovered.
Detectives are investigating similar crimes in the area over the last few weeks.
