A spokesperson for Rick Caruso told the Daily News that the project is being scrapped due to complications in acquiring the land and a legal challenge from a nearby rival mall.
Caruso is known for developing The Grove shopping center and the Americana at Brand in Glendale.
He is also considering a run for Los Angeles mayor in 2013.
