The photo from a Big Bear High School dance shows the teen with his hand inside the clothing of a 15-year-old girl, which detectives say is suggestive of a sex act.
The case has now been handed over to the district attorney's office for the possible filing of charges.
All students at Big Bear High were ordered to turn in their yearbooks to have the photo removed or potentially face child pornography charges.
